This answer depends on how you are measuring damage. While lava flows are incredibly hot and cannot be stopped or diverted, resulting in much property damage and destruction of anything in its path, they usually move fairly slowly and can be outrun by humans. Pyroclastic clouds are far more deadly, as they move at hundreds of miles an hour and are extremely hot, burning or crushing anything in their path. Gases released can also be extremely dangerous. While lava flows can damage property, it does not cause as much damage in terms of human lives lost.
